As said above - no-one is entirely sure, but the most likely Edition that ATI coupon holders get would be the Bronze edition, i.e. just Half-Life 2 and it's (current?) Multiplayer Cs:Source.
I have had this a few times, it just means that the UI (User Interface) has not been able to connect to main server to retrieve details.
As Feath has said it usually happens when there is a large amount of activity i.e. morning in US.

What OS version are you using, and what button do you press, Ok or Cancel to reflush your cache.

This is different from your internet connection! :D
Now the download speeds in Steam are quoted in Kb/s not KB/s.
1KB (KiloByte) = 8 Kb (Kilobit) or 8 bits (b) in a byte (B)...
