How do they want this to work exactly? Wouldn't it create a real problem for developers? A "used" game license is just as good as a "new" full price license isn't it? It's not the same case with physical discs/items.

I would assume that a lot of things are going to change. I mean looks at the bottom right screenshot valve provided, I'm fairly sure that's the L4D2 helicopter flying with the back hatch open while the back propeller isn't spinning. That shouts alpha at me, if not pre-alpha.
I really couldn't care less for the trading, unless ofc it's expanded to trade games as-well. But what I'm in love with about this beta is the ability to categorize my friends list.
