Your config.cfg file is probably read-only. This prevents settings such as player name and sprays from being changed.
Basically, the game defaults to whatever settings it had when the file was write-protected.
It's easier to just edit the maplist.txt file, then upload it to the server again, though if you don't have FTP rights to the server, then that's not much use.
I'm not sure about the command, I'll have a look.
I fail to see how this would work.
One guy pays for a map, and puts it on his server. People then download the map directly from the server.
What's to stop someone simply downloading the map for free, then hosting it on their own server?

A cfg file is a configuration file that the game uses.
Autoexec is short for 'Automatically execute' or something along those lines. It basically stores the settings you want to be executed on startup of the game.
To create one, just start a new text document in notepad, put the settings...
My god, that friggin' crazy frog ringtone...
A guy at work's got it and he thinks it's hilarious. He also seems to think that everyone else in the office enjoys hearing it 100 times a day.
You can remove most of the hud using
sv_cheats 1
cl_drawhud 0
I think the black lines are still at the top and bottom of the screen in free look mode and third person, but the hud is completely gone in first person, even sniper crosshairs.
I noticed a couple of things before.
Firstly, I was killed about 3 times, but my deaths were still on 1.
Also, I've had problems changing maps both through mani and using rcon commands. For example I try and change the map to dust2 but it puts cbble on.
