Yes however, what people are saying here is that in the original HL, the G-Man was most likely the Administrator. Now that the story is being fleshed out in HL2, they decided to make them seperate characters.

You will never see Freeman in the game. Not even in mirrors. Check the Valve info thread. As always, it was a design decision and not a technical one.

The funny thing is that the G-Man and Alyx are ingame models but Gordon is drawn on his box. Yet they are almost indistinguishable.
