I dont agree with you that its the worst mod ever but I think yeah it isnt complete. Its really glitchy like you said and many other problems and other stuff but they are gonna get it patched right? So just wait.

This is because the SDK has already been released. Valve has stated a number of times that the current authoring tools will get an update that will allow map makers to update their map, with little work, to the new game.
