Does it say anything about "Page Pool Memory Low" by chance (upper-right corner while playing, possible pop-up on crash)?
If you're using a 32-bit operating system, that's most likely your problem (I've tested on both x86 & x64).
... or you have too little physical/graphics memory. :|
Honestly: based on what you're reporting, it sounds like either you don't have all of the latest windows updates (optional updates are recommended by my standard), or you've got a driver conflict.
Of course, there is always the possibility that you've got an application running in the...

All of the Orange Box games run VERY smooth at highest (minus the fact I had texture detail at high instead of very high due to memory) @ 1024x768 (85Hz) for me. :)
I was playing the other day as CT, the T was camping, so I sat around there waiting & moving around really slow (didn't want an easy win), then started hearing it and moved close so I could understand it. Really kinda nice if you're bored or waiting on campers to come after you IMO. ;)

Here you go, just pop the files that are in the zip into your *\counter-strike source\cstrike\materials\VGUI\logos folder, then simply go into the game and select the spray. :cheers:
