I'm inclined to believe they'll announce it. Why? Because I'll be in class during the GDC awards, and with my luck I'd miss an announcement.
Honestly though, there's not really any reason to believe they'd announce it.
The new info regarding Portal 2 had me thinking: what if Episode 3 remains Episode 3 (see: not HL3) but isn't much of an episode at all? Instead, what if Valve decided to make it almost the same length as HL2 and price it the same? Seems a bit more plausible than just moving over to Half-Life 3...
That's just silly. If, after all this silence about Ep. 3, their first announcement about it was when it's not coming out, people would whine about it just as they've always whined about everything.
