Yes you can install two copies but only one must be used. Otherwise you need to buy another account if you want to use both at the same time.

That's why it's a bad idea to use any software cracking tool as most of them disables the CD/DVD check AND steals your logon details Just wait for the official release of no cd/dvd check from Valve.

512k is for download. When people join your server, they are downloading, you are uploading. That would mean 256k. So I'd say 5 peeps or so.
