Thanks for the help! Do they let you make 2D animation as well?

I'm currently looking for some good software that I can afford (around $60 or less) that is either for making animations that are 2D or 3D. I prefer making 2D animations, but 3D is fine. Did you guys have any recommendations that could fit my current budget? I'm not looking to make videos...
