CPL and CAL players are playing to compete, most of the time the people playing in public servers are there to goof off and have fun. No one says you have to listen to them, or even read the text.
I used to play a game that was mostly hack-free, the only hack having been delt with swiftly by the game devs. After a few years though someone really put their mind to hacking the game, made a hack and gave it to some friends, who gave it to some friends... and so on. It really only takes 1...

I always take the attitude that any "hacks" for an online game contain trojans meant to steal your password, so the cheater can use your account to cheat on without endangering their own.

What OS are you using? I know it seems like an odd question, but if you're using an older OS your machine can have communication issues with your hub/router device (the box that your cable line plugs into).
I've had similar issues very randomly on my computer, except that I'm using an FX5200 (res'pect, yo) and the color is purple. A driver update fixed it.
