It'll run smoothly in DirectX 8. However, HL2 was designed in DirectX 9, so you will miss some of the prettier graphics. Water effects especially.

When Steam first starts up it evaluates your pc and sets game settings accordingly. Is there any way to force steam to re-scan your pc. I read something about deleting a file called client-something.blob

Your specs look fine. You should defragment and try to clear up some space. Windows likes some headroom in the hard-drive. Also, check your in-game video settings. Under advanced, make sure you are running Direct X 9, and that every other option is set to recommended settings for your pc.
