It's resistance graffitti: the combine 'mothering' of the humans (the scared baby) really creates a CASTE system, and humans should resist it. That's all there is to it.
It's resistance propaganda that suggests that the combine are treating the humans badly-- it is a 'caste' system. The baby is drawn as being scared to reinforce the message. That is all.

Yeah, it's supposed to be the big 'brainwashing' facility, but there really isn't anything in it to speak of. It's kind of lame that there really isn't anything in it except for empty cells and more combine soldiers. Valve could have done more.
