It's not the same at all. Turning it up allows you to be able to react faster with your mouse and point and aim in any direction without having to move your mouse across your mouse pad as much, it's more detailed and more accurate for aiming. This is a fact.

Your video card could be weak and causing you to lag and it would look like everyone else is lagging but it's just you. Some maps are harder on video cards than others, check into that too. Lag is not always a connection problem.

Some maps have custom textures added to the map that you do not have on your pc that only the map maker added for download on his server via a plugin, it has nothing to do with not having bought hl2dm sometimes. Some maps were not made for hl2dm and therefore are missing some textures.
