Yep I have ISDN and when playing at 64k on 20 people server ping is 300 and laggy as hell and when 128k its still laggy. But luckily I'm changing to 1mb/512 connection, it cost like 5 euros more than isdn. So you need to give out hope for you playing with 56k.

Maybe your DVD is too old and it can't support media what hl2 uses. Just a guess though.
