it's locked at 60 because you have vsync enabled and your refresh rate is 60hz, two options to fix it. 1) get a program like refreshforce or refreshlock and manually set your refresh rate to 85 or higher. (assuming your monitor can handle refresh rates higher than 85 at whatever resolution...
