Black mesa: Real/ City 17: Made up

I heard many people and publishers refer to City17 as "Fictional". Why did Valve decide to use a real location for BMRF (ironocally at Black Mesa, Arizona. It overlooks Lake Powell), and then make up a city for City17 (PCZONE said it was in North Central Europe, whilst other publishers say it is in Eastern Europe)

Using the concept of the Icebreaker ship, I personally believe thats in Northern Central Europe

I always thought that it would be much more harder making up a place, rather than use photos to recreate a location.

Any info on this idea that Valve decided to take
 
Actually there was/maybe still is a City-17, although Valve most likely never moddeled City-17 after it.

maybe they used ideas from each Black Mesa around the world.
 
City 17 is probably based on a real place, only the name has obviously been changed. For reasons that'll be explained in the storyline no doubt
 
Gabe said they got their inspiration from real photographs, so even though the name is changed, there must be something similar to it. Oh, and the Black Mesa in Half-Life is situated in New Mexico, so that's kinda the same.
 
city 17 seems like one of the last remaining resistence cities to me.....
