The combine had to have had someone working for them on our side of the portal before they attacked. I was just thinking about it and they said all the Citadels appeared right in the middle of the Cities, that means someone was spotting and telling them Were the City centers were, and on top of that they had to know in under 7hours where all of our main military bases were so they could destroy them quickly. Who knows maybe I’m just reading too much in to that but that’s what it seems like to me.

It could just be that the Combine are that much more technologically advanced that they could locate these things. Remeber, most of humanity is in a few encloed cities at the time. Easy targets.

Breen only stepped forward to negotiate a way for humanity to not be completely killed. So they make him interim leader of Earth and instead of kill humans, they take them and turn them into Combine soliders or mindless stalkers.

I suspect that Breen may have been working for them even before HL1

He may have met them in Xen, and opened their way to conquer Earth as well

That could be very true but there is still the question about how they contacted Breen (the G-man?).

Also even if most of humanity was fortified in the big cities while the fauna of Xen was making major havoc around it would still be very difficult to exactly target the cities when you are millions of light years away (or was it dimensions?), so they had to have someone to tell them where to teleport.

And they had to have exact information of Earth military strength and the major tactics (although I think the Combine might have met races that where similar to the human in their expansion), also there might as well have been other individuals that had betrayed earth (humanity was never united...) so it is very easy to imagine how the Combine could crush earth in so little time...

So yes, you could say that Breen was working with the Combine for a long time....
