Are there any ways of making Dial-up Faster? I'm downloading the 2.0 update for my PSP and it's 63MB and it says it'll take 6 hours

I know theres a way, because whenever you start certain downloads it starts downloading at like 100kb per second, and it acually does download 100kb at that second, but if its a big file then it'll go down until it reaches like 3kb a second..
