At some point you may see the message:
SteamStartup failed with error 108: the local Steam Service is not running.
...and wonder what to do. At the time of this post, there seems to be little
information online to help with this error.
What appears to be the cause is if your Steam directory has changed
(been moved, or the drive letter has been reassigned) and the game you
are trying to start has assumed that it still need to run from the previous
location it had been in.
(for example: I am testing 32-bit vs 64-bit Windows, and had made a separate copy of
my steam files for each so Steam would not freak out each time I launched it from the other OS).
The workaround (which may be obvious to some), is to go to the directory you have
Steam loading from, and move or delete the ClientRegistry.blob file (after you have
exited from Steam). When you restart, Steam will attempt to log on again and rebuild
your user settings, this will require you to log on to Steam again, but after that you
should be able to launch games again without seeing error108.
