This worked for me, I don't know if it will work for everyone. Uninstall Steam, then install Half-Life 2. It's that simple.
I think it has something to do with the old pre-loading cache being incomplete or corrupt or something, I dunno. Whatever it was, uninstalling Steam worked for me.
