I enabled noclip and flew around some maps ... whenI found a hidden Dr. Breen in some weird box :E . Check it out with your own eyes (I hope it's not some old news) :

Thats just for when Breen is being shown on TV's & monitors in various places. The screens need him to film so they put it in a remote place

When you see someone on the big screens, or TV, then that person is being filmed from a camera hidden in a room some where

Are you sure that you weren't just looking at the remote skybox models? Because when you get close you see 2 versions of the same thing.

I was just flying around and all of a sudden I was like "OMG what the hell?" 2 citadels.

yup Make a css server and turn on cheats... fly out to the skybox and listen to what people say about the giant godzilla terrorest! hehe

i found that giant monster in the water that tries to eat you when the teleporter takes you to random places, if anyone cares to know.
