How do I make everything slow but me?

sure this has been asked before, and I tried searching, but got the host_timescale command..I wanted to know how to slow down everything but me. thanks.

after that, put a number. 1 is normal speed, and the lower you go (from 0.9 to 0.04) it will go slower and slower.

Yeah... finally you can see how cool the bullets are designed and the game will look more like Matrix!!! except that there's no cool exhibition. lol...
