Download it and let Steam update all of the game content?

Doesn't always work though, its annoying, sometimes it requires you to be online just to start up steam and then you can log off again, even though no downloads are required.

There is a setting somewhere to save your login info on your computer, that needs to be checked in order to do things offline.
