I have read all kind of tutorials on how to make rain/snow..

They all say make a brush over the map. Then use particle/rain as the texture, then click "toentity" then change it to func_precipitation. I did than, and my rain doesn't render. I have tried doing it over the map, and the sky box to no avail, someone help me.

Also one more question.. I tried to change the texture for my sky, but when I do it get all draggy. Like the texture is melting when I move. I did it by going to the map properties, and changing the skybox/textue name to the one I wanted. Is this correct and if so... Why is it dragging.
