Well i was just browsing the Steampowered forums with regards to the cybercafes CS: S preloads, when someone posted this link:

Aye, I think I've seen this before. But good detective work, despite it being old news.

It's probably been tested since a long time before that though. That's just when they updated the site.

EDIT: Look at the nice reply, I did.

Obviously they test the game all the time since they first made it playable (Which was before the last E3 some time).
