I am all set at Prison with three turrets, waiting for soldiers but no one is showing and all exits are blocked.

Try reloading from the last save point, or restarting the chapter or map.

Sorry, good title though, and yes seems to be a problem there. Reload from your last save point and it should be ok. You may have missed some trigger to make the soldiers come, or something more technical which just went wrong.

Does it say 'AI Disabled' anywhere?

no AI is working. The chapter is Entanglement.
