My dad recently bought a PC for his bussiness/web browsing purposes. The computers are in a network, my dad's PC needs my PC to connect to the internet. I have a 256kb/s connection. I had 128 before and CS:S and BF2 ran fine on it. Now, however, when I play one of those games and my dad's browsing the Internet, I get lag whenever his PC is downloading data. That's because the bandwidth is issued dynamically, so at one moment I have 256kb/s at my disposal and when my dad opens a new webpage I have, let's say, 32kb/s, giving me enormous lag (bare in mind I'm talking kilobits here (1/8 kilobyte)).
What I'm looking for is a program, that would issue both computers a static amount of bandwidth for their disposal, for example 128/128 (to be fair), that could be changed whenever I like, but not by the computer itself.
