No Internet Backup

I am backing up my CSS as I type. However, I am wanting to know what else I must do to restore everything to my computer without having an internet connection through a firewall.

Basically, look at it as if I don't have an internet connection.

Other than the back up utility built into Steam, how do I go about getting fully restored, without having to go online to re-register or whatnot?

I have done some searches on here and found much about backing up to CD's and DVD's, but nothing about restoring with no internet connection.

Can anyone help?

Back up the Steam installation file, of course. I think all the registration info is in ClientRegistry.blob, so back that up, too. AFAIK, you can get offline mode for your account active by copying it to the restored Steam folder.

I could be off, though. Anyone else have info?
