But yeah, it actually is an issue, example mainly in old Europe.. birth rates are declining in numbers beyond the regular amount for population/old people/other factors. It's not an epidemic or anything but you certainly don't want to let it become a big problem, so this makes sense.
This was mainly aimed at those low birth rate places, however a huge amount of Catholics are in third world countries where the birthrates are too high. So.. hmm..
