Pull an object

Stupid question, how do you make one object (say a winch) pull another object? Like they did with the winch and car trap in ravenholm
 
Parent one object to the other with a SetParent input, or maybe a phys_lengthconstraint, or some other physics constraint entity?
 
Wouldnt that require that the winch actually be moving? Or can a phys_motor spin the wheel and actually pull in an attatchment rope?
 
Ah, you wanted one entity to stay in the same place and pull another. I wonder how that's done...
