Stuck in water hazard

I'm stuck in the water hazard. It's been a week now. Can someone help me?

I have the airboat and can't get over what I think is a dam. The dam has three stairs at the top and a steep slant (steep enough that I can't walk up it and I lose speed alot when I boat up it so that it won't go over the third stair). Just under that is a small wall that I can get over if I bank the boat off the wall. There are two guys shooting me from a brige above and a tank shooting missiles from behind me. I can get over it by foot to reach the broken wheel/switch, and I blew up the gate with exploding barrels after shooting the deck that they were sitting on. But now I need the boat that was left at the bottom of the dam to go on through the toxic waste ahead. Can someone help me?

if that's the case, you gotta go off to the right where you can dock the airboat, and get out in order for you to go through the building.

I'm lost too, but it may be one of these puzzles:

1. There is a jump ramp for the air boat over the dam to the toxic waste, but the ramp is tilted up. You must push floating blue barrels into the water, then force them underwater to float the backside of the jump ramp, so the frontside comes down to water level.

2. There is a large pile of earth blocking the water course. On the left side there is a rickety wooden ramp you can use to jump the earth pile. This goes downstream to the closed gates with the broken opening wheel. I don't know if that wooden ramp can be destroyed by explosives, since I drove through this spot at high speed. If the ramp is gone, then you may have to back up to a previously saved game. (Save early, save often!)

I got it! I had to go back to the main building by Gate 5 and do some things that I missed, including shooting down the helicopter from a tower and getting back in the boat and going through Gate 5.
