What do i do here? I dont have enough health, and the chopper keeps killing me

Restart and get more health or try dogding it.

well if you go back into the water theres crates scattered about with health. just keep driving the boat in circular motions making your way behind the chopper shooting it as much as possible till it blows up. Also inside that building you're facing is lots of helth too btw, just shoot that barrel that the combine is next to go inside and take the 2/3 guys out in there and restore your health

Well you're supposed to use the gun on that hovercraft to shoot the chopper....if you don't have enough health try going back onto the water section you just came off in that screenshot and find some of the crates lying around, they contain health, or you could kill those bad dudes and check in the warehouse

Its also how I got past it.
First you will probally want to go back to a saved game point before you entered this section, hopefully you have been saving alot. When you first enter this section you dont head straight for the point your at now, you stay back in that first section of water. Run over all the crates you can find there then slowly make your way towards the land and the buildings but soon as you see the chopper leave the heli pad turn back and find a boat or rock to hide behind then shoot it as it passes overhead then haul ass to another spot, put something between you and the chopper and wait for it again then shoot it ass it passes overhead. I basically did this and ran circles at high speed all around this area, hiding behind stuff and then moving out again. But dont go into the section of water with all the explosive barrels! You will just end up doing damage to yourself. You should be able to defeat the chopper fairly easily if you do what I just outlined. I did it first try with the game setting on normal. After taking down the chopper then you can proceed on up to the point your screen shot shows and clear out the soldiers there then stock up on everything in that big building.
