Teleportation issue

Mossman says that the combines can't teleport on earth, but only from their universe to ours. Then what's the teleport in Nova Prospect all about? Or is that the place where all the combines get earth? But that doesn't explain how Gordon and Alyx could travel to Kleiner with it, and especially not how Mossman could travel to the Citadel.

I was under the impression that Dr. Mossman modified the combine teleporter to transport locally here on earth.

Yes, I believe the combine forces were on the verge of getting local teleportation to work, Eli and Mossman being the first subjects, and it was all destroyed after Nova Prospekt blew up.

I was under the imperession that the combine came to earth via the portal storms, the citadels just bieng launched into the earths crust...
