Not sure if any posts have been made, but i found an unmasked combine in the hl2 pack thing.

Found a couple of xen looking monsters also, that you see in the combine citadel.

IMHO these ARE in the citadel. They're slaves and can be seen on some consoles - a combine soldier behind them. And AFAIR there is one scene when your'e in the "cart" in the citadel when some of these things pass you by, screaming.
They're not combine but humans with combine implants.

Youre thinking of Stalkers. Those are withered amputated freaks. These images here are clearly of Combine soldiers without suits.

The first one has been posted but not so...clearly. As we though; 'humans' under the mask.

The unmaked combine soldier, you see in Nova Prospekt, on an operating table, as well as a Stalker in one of those pods. This leads me to beleive that Nova Prospekt is where the combine alter humans into combine soldiers and stalkers.

well, the overwatch are cyborgs, but the Civil Protection, are humans, think of barney, he just takes off the mask at the beginning. So some are humans, some are gentically altered.
