Where did the train come from?

In halflife 2 the beginning where did the train come from before going to city 17? Why were people being sent to city 17? Was this just a routine thing to do to have people be sent to city 17?
 
Seems like it. Other people were talking about trains. Even one of them says "Look, I have a standard relocation pass just like everyone else" when being interrogated.
 
They were relocating people from other cities, some guy was from city 14, maybe they are losing city after city, that's why they regroup everyone.

Or perhaps it’s standard to shuffle everybody around so that they can’t form groups easily.
 
well just a theory it seems that breen is encouraging people to become part of the combine army by volunteering to become overwatch, those that don't are like mice in a snakes cage, they just randomly pick people to become stalkers. Perhaps then when numbers in a city get too low they shut it down and it becomes some kind of combine "base" and they move the people to another city? perhaps to eventually get everyone to be in one area for easy picking. Just a theory though.

I like that... good point. Seems very plausible.

yea this is pretty much stated directly in one of those little marc laidlaw stories in raising the bar
doesn't make it canon of course, but it makes it the most likely explanation, and is probably what they had in mind
