Who or 'what' is the Overwatch Voice?

Is it like a robot? a human intelligence similar to GLaDOS? and does it reside in a hidden chamber somewhere in a Citadel, waiting for us to eventually find it? interestingly after the Citadel is destroyed it's voice is much clearer.
 
Overwatch is a team-based multiplayer first-person shooter video game developed and published by Blizzard Entertainment. It was released in May 2016 for Microsoft Windows, PlayStation 4, and Xbox One.

Overwatch puts players into two teams of six, with each player selecting one of several pre-defined hero characters with unique movement, attributes, and skills; these heroes are divided into four classes: Offense, Defense, Tank and Support. Players on a team work together to secure and defend control points on a map and/or escort a payload across the map in a limited amount of time. Players gain cosmetic rewards that do not affect gameplay, such as character skins and victory poses, as they continue to play in matches. The game was launched with casual play, while Blizzard added competitive ranked play about a month after launch. Blizzard states that all Overwatch updates will remain free, with the only additional cost to players being microtransactions to earn additional cosmetic rewards.

Eeh... Kinda was expecting more from a staff member. :/

I clearly conveyed that I was referring to the Overwatch Dispatch in HL2, voiced by Ellen Mclain.

There's a key distinction between trolling and a joke. You should've seen this place back in its prime - jokes as far as the eyes could see!

Maybe so, and believe me, I enjoy humor and wit at the right time, but I kinda made this thread to ask a question expecting an answer. Not many seem to reply to the threads these days.
 
I always considered it an AI that the Combine used to communicate directly with troops and citizens, whereas Doctor Breen's broadcasts were more focused on propaganda. That said, I believe the uncorrected proof of Raising the Bar actually gave a proper answer to the question, but I can't seem to find it. I'll let you know if I do; from what I recall, it had something to do with Black Mesa. Because of course it does.

Still, my favorite theory will always be Chris Livingston's (creator of Concerned): it's Odessa Cubbage's wife (or was it daughter?), who Dr. Breen stole away from the good Colonel and he's still sore about it. It's even more clever considering Ellen McLain's husband is the voice actor for Cubbage (John Patrick Lowrie).

To be fair, we fiercely debated all of these sorts of HL lore questions to hell and back and back again... ten years ago. Forgive him for being flippant about it.
