As of yet, I haven't heard any dialogue specifically stating Dr. Breen's position of administrator of Black Mesa. I have heard the "Remember him from Black Mesa?" -ish kind of reference, but nothing solid.
That may be my mistake or ignorance, as I was very into the game at the time.
But also, the documents located in the HL:1 and HL:Blueshift manuals show a signature labeled "lm" in the sections notifying you of your employment.
"lm" has no solid connection to Dr. Breen's name, as far as I can tell.
Even if "lm" was not the administrator, and it was in fact Dr. Breen, then who the hell is this "lm?"
