If I recall they split that map up into two parts since it wouldn't run well as one. They split it up in a way so that the G-Man was not in the map even. Therefore, no sighting.
You need to play Someplace Else first. It's a HL1 map, and it's where the story begins. It doesn't awnser much, but you were not in a combine facility. At least, that's how it looks.
Seems like a grey area, really. I know you can have a rom of a game as long as you actually own it.
Then again, some of those games are old enough that now they're really cheap on ebay. Or you could check at a game store.

Also, considering the problems with getting HL2 out the door, the switch between concepts, the switch between engines, and other development stuff, I wasn't suprised TF2 was in early development back in April.
I saw a level in development, I think it was tf_well, I saw an early version of the HWG player model with early animations, and I saw concept art for all the player types.
It has nothing to do with Half-Life 2's story. Everything is very stylized, like out of a comic book.
He got the retail special package. Half-Life is not included with that.
