My heavy achievements still seem to be there.
However I didn't unlock all of them, not at the same time and I haven't played TF2 for like two months now.
I sort of stopped playing about 2 months ago when I started hitting servers using "vanilla" tag and containing a bunch of scripts from varying from low gravity to HLStatX. If I could without any additional cost, I'd sell my TF2 key to someone since it's obvious the real fun times are past us.
Arena is just like NS:Combat, something totally different I don't want to experience in TF2. I also found it to be the most boring team deathmatch implementation ever.
Extra screen popups do affect gameplay in an FPS eating way and also custom stats are useless in TF2 and attract idiotic gameplay behaviour. See the discussion in this thread for more information: http://www.halflife2.net/forums/showthread.php?t=134204

I'm willing to say it could be that much because Valve's content patches take a LOT of bandwidth by nature.
Also Microsoft and Valve don't hate each other, remember that Valve practically branched out from MS and was originally funded by wealth Gabe + and those two others had gotten while...

The main reason for cost is bandwidth; Live architecture isn't really about free bandwidth and it's used for a lot of other things too than just game updates.
I'd estimate the update will cost something between 800 and 2100 Microsoft points. That'd be from 11,40€ to about 30€ at least here in...
From all these only the voice menu would "enhance" my gameplay experience if I used those things for anything else than taunting anyway.
*sigh* Guess I'm just too pessimistic...
It's very much possible one of the new environments is South European mountains or something like that. In a sense we've only gotten Engineer's homeland maps so far and there's nine nationalities, why not have nine environments too.
