It's more likely that someone like Breen or the Combine have done something the Gman didn't expect and that has forced him to send Gordon back.

The Gman said "I have received several offers from my employers" meaning whoever is behind the Gman has been interested in what Gordon has achieved and may put him to use in other cities/worlds
