The survey has been posted and discussed in about 3000 threads already, but the actual article you posted has not.

Frankly i don't see why this survey would suggest there done with the bulk of the game.

Maybe it means they want to tune the entire game to fit the "average" specs of the hardware.
Going over all the code and graphics once more....

Sounds like a fair assumption considering the release is still 6-12 months away.
