The Combine have eliminated reproduction
from the human population (maybe Dr. Breen's
Water?) as mentioned by Breen at the begining
of the game...it's conceivable that some resistance
members were "born" even after reproduction was
taken away from the normal population, because the
resistance members were underground, and away from
whatever makes people sterile.

It's clearly a resistance poster referring to the field that the Combine use to prevent reproduction, same as the spraypainted pics of the Overwatch soldier holding a little baby. Kinda a way for the resistance to show the citizens of City 17 what the Combine has taken away from them.
