Bug in Anti Citizen One?

Hoping someone has an answer for this...

I just started the level Anti Citizen One. When I reach the rebel shooting at the manhacks, she just stands there, no matter what I do.

The three rebels in the square do not respond when I use the 'c' command as directed. Nor does the 'squad following' graphic show up on screen.

Is this a bug? Do I need to do something to get these to follow me?

I've only tried to actually use the group commands once, and that was to keep them away from me. I think you may need to complete a task, or walk past a certain point (it's been a while since I played) before they are hip to ol' Gordon.

might be a bug, seems like the squad command worked fine for me in the past
