Can I make a texture file from a picture?

If I can do i need any programs?

it is possible. Saw a tutorial on it once. First you have to make images by prefences with a size of a power of 2, so 128 *128, 256*256 512*512 etc the next steps i don't know anymore but with google you should find it without any troubels
