can I play cs:s in offline mode now?

hey, I just updated, but it still says its not ready to play in offline mode! Why? How can I fix this?

oh this is dumb. As long as I never log out of steam, I can shut down and restart my system and play in offline mode. However, if I have steam actively open while I shut down, it'll have a tissy fit and windows'll say it's not responding, forcing me to close steam completely. The only way I can play in offline mode is if I make sure that steam is running on the taskbar, but not open in a window, and I can't ever shut it down.

Steam sucks. What I would consider to be major bugs in steam, valve considers "features". Valve sucks too. I wish I wouldn't wasted my 50 bucks, 'cause my friends who pirated it get to play without having to crap around with steam.

The same thing happened to me when I updated..stuck at 99% and no offline mode.
I just left steam open for a while and bingo suddenly 100% and totally playable offline.
Give it a try...
