Can someone help me with target settings?

I wanted to have some citizens rush a wall of combine, but when i spawned everything, the citizens only attacked when they were shot, adn if they lived. Nobody rushed, and I was wondering if there was a way to "activate" them, or something. Can someone help?

you need to put a waypoint of somekind, which can only be done on hammer
