Change max slot limit and weapon damage

Does anyone know how to change max server slot limit?
It's kept at 16 even if you use maplayers 32 or whatever in the command line
when you start a dedicated server. I'm pretty sure someone knows how to
do this but is anyone going to share this? By sharing this information,
I believe that more people will be encouraged to run half-life 2: deathmatch
servers. 16 slot server is just isn't big enough for most people. People who
are used to playing counter strike will play on 32 slot half-life 2: deathmatch
servers.

Also, does anyone know how to change weapon damage for half-life 2: deathmatch
dedicated servers? I've searched and searched and found out about skill.cfg
but it doesn't do anything no matter how I write the codes. I believe skill.cfg
is for single player, not multiplayer but I'm not 100% sure. At least I know that
it didn't change anything on my dedicated server...

I beg you... I will only use that information to run more and better dedicated servers and
somehow get more people to play this amazing game
Half-life 2: Deathmatch is dying... especially since last update. We all love this game don't we?
Let's revive it by having more 32 slot customized servers!

skill.cfg is only for single player, at least the one in the hl2 folder

Not sure how you can change the weapon values in mp, but i have seen it done on quite a few ocassions. you can change stuff manually if you are hosting a server, but dedicated, and having it stay consistant between maploads, i dunno
