City 17=Almost like Concentration Camps?

Looking at the movies, it seems like City 17 is a concentration camp of some sort, only its a city in locked down. I heard some were there was also a City 14, this could be a another locked down city that the combine took over.

Anyone else have any thing to say about this?

It seems that the cities are safe-havens from a post-apocalyptic world, but are also rigidly policed in order to keep them safe.

Well not a concentration camp. More like its under Martial law. They control who goes in and out and keep the people subdued. As you can see from the videos, although the people are scared and opressed by the Combine, they still have the freedom to do things by them selves without being controlled.

I wonder if there is a specific reason as to why the Combine are so harsh with the citizens.
For instance, could it be that the new alien threat can pose as humans or take over human minds (i.e. like headcrabs only harder to detect)?
So as long as the citizens of City 17 are under constant surveillance it is harder for the alien threat to spread.
However, it could also just be underlying corruption and abuse of power.
Or both.

think of it more as a former russian military base, with REALLY tight security (the real city 17= old nuke waste dumping ground and sub port, on the sea of japan)
