City 17 clearly contains some European Architecture. A bit of a mix if you ask me.
Contains some canals. Contains trainstation (maybe more than one)
Hydra-electrical dam on the outskirts. (The one adjacent to Black Mesa East)
High Security Prison on the outskirts. (Nova Proskept)
The prison is located off shore.

As you ascend the Citadel you get a great view of the City.

Now. Do you believe City 17 is based on a real city/urban center or is it fictional?

I think it's definately a fictional city that's best described as "Europe: The City."
