so why did valve removed this new combine soldier from ep1??

there would be two new enemies if they didnt remove this

The problem with introducing a new combine soldier would be that they would have no where to come from. They weren't in HL2 and the teleport was destroyed by Freeman so they couldn't have come from the combine homeworld. Where could they have come from? Of course I may be way off.

They might be in Episode Two, judging from the colour of their clothes.
And I doubt they'd count as a "new enemy", at least in my book. Just look a the NPgaurds. They're excalty the same save for their apparel.

No there wouldn't. A new skin is a cheap way to include a new 'enemy'. A reskinned soldier is no way, shape or form a new enemy.
